Paper on why the grizzly bear should not be delisted at this point in time. Summarizes the history and decline of bears in the west. Talks about the Yellowstone population and the effects that closing the open-pit garbage dumps had in the late 60's. Research estimates that 50% of the Yellowstone population perished after the closures. Many bears immediately moved into campgrounds and developed areas after the closings where they were captured and destroyed. Over time, the closings have forced the bears to change feeding habits and altered distribution and use of space throughout the Yellowstone ecosystem. The author warns that recovery of a single population is not recovery for the entire species and is only a single step on a multi-step recovery program for long term viability. Delisting should not occur at this point and if it occurs at all, it should wait for population recovery throughout the northern Rockies.
