This document is now somewhat dated, but for years it contained some of the strongest and most biologically defensible standards to protect grizzly bears. Ironically, the Targhee National Forest is the "poster child" for how NOT to manage grizzly bear habitat, with its clearcuts up to the western border of Yellowstone Park that are visible from space! Clearcutting on the Targhee finally began to wane by the late 1980's, and if implemented, this document could guide the way to some effective restoration work for grizzly bear habitat on the Targhee. Rather than summarize this document, please refer to a more current biological opinion authored by the U.S. Fish and Wildlife Service as a result of a cumulative effects analysis conducted in 1994 (USDI 1994). Many of the recommendations in the FWS opinion are grounded in this Forest Service document.
